Joseph L. Carpenter, Jr.

Role: Executive Leadership, Executive Benefits Consulting

Over his 30 years in the insurance and financial services industry, Joe Carpenter has gained national recognition for his understanding of executive compensation and benefit issues and his ability and creativity in the design, financial analysis, implementation and administration of nonqualified benefit plans.

Joe's experience includes the design and implementation of corporate owned life insurance and bank owned life insurance financing strategies since 1980; the development of a keen understanding of "golden parachute" plans and change of control financial issues for publicly traded corporations; extensive work with carriers in the design of specialized products for the executive benefits marketplace; and consulting work with Fortune 100 companies on nonqualified executive benefit issues.

In 1986, Joe cooperatively developed a statistical analysis system to measure the cash flow and benefit liabilities related to nonqualified plans. By thoroughly exploring financing alternatives and using this analysis system he is able to project a nonqualified plan's balance sheet impact and lend a high degree of accuracy to quantifying the corporate resources needed to pay for or provide plan benefits.

As a Managing Director Joe not only specializes in executive compensation and benefits but has also been instrumental in building a bank owned life insurance marketing alliance with First Tennessee Capital Markets, a top underwriter of fixed-income securities and provider of advisory services to community banks nationwide. Joe is working to expand their marketing alliances to include top insurance carriers.

Joe earned his Bachelor of Science degree in business from Tennessee Tech University in 1971. He serves on the board of Partners Financial. Joe and his wife, Martha, have six children and are active in their church and various charitable organizations.


Robert H. Leeper

Role: Executive Leadership, Executive Benefits Consulting

With experience as a corporate financial officer and specialized training in financial modeling, life insurance policy analysis, and the use of corporate-owned life insurance, Bob Leeper is uniquely qualified for his role as Senior Consultant for executive compensation and benefits. Bob's extensive experience working with a wide range of employers from closely held companies to major public corporations to not-for-profit organizations is the foundation of his success in developing effective and efficient executive benefit and compensation programs for clients.

Prior to joining Charon Planning, Bob held the position of practice leader with an international benefits consulting firm, scheduling and supervising the development of proposals, plan design, installation, communication, and on-going administration of existing nonqualified executive benefit plans.

Bob also served as the Executive Vice President and Treasurer of the Eastway Corporation and its subsidiaries, located in Dayton, Ohio. Concurrently, Bob worked as a consultant on financial management issues for the State of Ohio.

Bob is a graduate of Clarion University in Clarion, Pennsylvania. He earned his master's degree at the University of Dayton in Dayton, Ohio. Bob also holds the Chartered Life Underwriter (CLU) and Chartered Financial Consultant (ChFC) designations from the American College in Bryn Mawr, Pennsylvania.

While a resident of Ohio, Bob was Treasurer of the Ohio Foundation for Mental Health. He is active on the boards of directors of two non-profit organizations (a retirement community and a social service agency) and is also active in his local church, serving on a number of committees including finance, endowment, and human resources.
